Approve the Data Practices Policy for Members of the Public and Data Practices Policy for Data Subjects.
SUMMARY:
The attached Data Practices Policies provide information on the public’s right to access public data, how to make a data request, and how the City responds to a data request. The Data Practices Policy for Data Subjects also describes how data is classified and the rights of data subjects under the Minnesota Government Data Practices Act. Both Policies were prepared using the Minnesota Department of Administration, Information Policy Analysis Division (IPAD) model policies.
BACKGROUND:
Minn. Stat. §13.025 requires cities to prepare written data access policies for public data and data subjects. Said policies are to be updated no later than of August 1 of each year, and at any other time as necessary to reflect changes in personnel, procedures, or other circumstances that impact the public’s ability to access data.
