Adopt the resolution rejecting Alternate 1 and awarding Project 2016-110, Apple Valley Community Center Fire Alarm System, to Viking Automatic Sprinkler Company, the lowest responsible bidder, in the amount of $170,000.00.
SUMMARY:
Staff is seeking authorization to enter into an agreement with Viking Automatic Sprinkler Company for Project 2016-110, Apple Valley Community Center Fire Alarm System in the amount of $170,000.00.
BACKGROUND:
Parks and Recreation Department staff, with assistance from Fire Department staff, have pursued two separate options to solve Apple Valley Community Center's non-functioning alarm system issue - installing a new fire alarm system that does not include fire sprinklers as opposed to a new system with fire sprinklers. Both meet Minnesota State Fire Code and Minnesota State Building Code.
Option 1:
Requests for proposal were sought and received from three potential vendors. Vendors were asked to use their professional expertise in recommending equipment to adequately provide fire alarm system coverage.
Staff has an already established working relationship with TransAlarm Security Solutions through their work in other City owned facilities. The difference between the lowest proposal and TransAlarm Security Solutions’ proposal is the number of key hardware items recommended (i.e., reuse of existing devices and wiring vs. new devices and wiring).

Option 2:
Bid packages were prepared outlining the installation of a new wet pipe automatic fire protection system (fire sprinklers) and associated alarm system. Included in the bid proposal request was Alternate 1 for the design and installation of a fire alarm monitoring system to monitor the new sprinkler system.
The advertisement for bids was published according to law and bid package information was sent to six potential vendors. The only bid received at the February 11, 2016, bid opening was from Viking Automatic Sprinkler Company. They presented a base bid proposal of $170,000.00 and Alternate 1 at $5,000.00. The monitoring appears to be out of line with estimated values for this service and staff suggests pursuing other vendors for this service.
A sprinkler system is recommended by the Fire Department because of its ability to mitigate damages in case of a fire. In addition, the sprinkler system has lower annual maintenance costs and inspection requirements. Staff recommends rejecting Alternate 1 of Project 2016-110, Apple Valley Community Center Fire Alarm System, and approval of an agreement with Viking Automatic Sprinkler Company for installation of a fire alarm/sprinkler system in the amount of $170,000.00.
City Council previously took action on December 22, 2015, to set aside $50,000 of 2015 Parks and Recreation Department savings in addition to carrying over $100,000 of 2015 City Council contingency to apply to the project. The additional $20,000 needed is recommended to come from 2015 savings in the Park Maintenance utilities expense budget.
